For Manual Installation:
Go to /Documents/My Games/Starfield/ and find or create StarfieldCustom.ini
Add this to the .ini file and save:

sResourceDataDirsFinal=
Then extract the downloaded archive to /Documents/My Games/Starfield/Data/
Or just make your life easier by using Mod Organizer 2 instead.
