The Western High—Speed Diameter is a toll highway passing through the city of Saint Petersburg (Russia). The highway is ~47 km (29 miles) long. This road is divided into three sections: north, south, and central. The northern section is located in the suburban part of the city. The central and southern sections run through the city and contain three bridges and a tunnel.

Unpack it and throw it into whsd_0.2.2 – levels – WHSD. (In the game itself, a separate menu will appear when you log in to the WSD)
If there are problems, like the black sky, clear the cache.
