This only takes a few simple steps,

You'll need to spawn in 2 items and type a few console commands.

1. Place the 2 .txt files(Outpost1 and Outpost2) in the same folder as your Starfield.exe file

2. Find the area you would like to build your outpost, you can land at it, 
   as the restricted area from ship landing POI will be gone aswell.

3. Save your game(incase you stuff up).

4. Place the first of 2 outpost beacons anywhere you'd like, 
   just point your cursor where you would like it to spawn and type the next line in console.
   "bat outpost1"

5. Place the second beacon close for convenience(type in console, same as the first beacon).
   "bat outpost2"

6. Open console and select Outpost 2 in console and type this next line(Look for the "ACTI" prefix by scrolling until you find it).
   "setoutpostoverlay"

7. Select Outpost 1 and build crew stations.

8. Create a new save, close the game to desktop and reload.

That's it!! But there are a few things to note...


NOTES

Add the following lines to your Starfield.ini under [Workshop] to reduce the collision detection in build mode on objects and allow yourself to build 
a landing pad over the top of a pre-existing one.

fClosestPointTolerance=-2000
fClosestPointToleranceLargeItems:Workshop=-2000
(adjust these values if you need to, higher negatives for larger tolerance)

The mod hasn't been tested on starstations, settlements or inside loaded areas, such as mines and building interiors.
I imagine you could add it in the Red Devil HQ though :)

It won't use your outpost limit.

To modify the outpost in the future, after rebooting the game, repeat step 6.
Builing will always be done from the "Outpost beacon" as it has the selection of objects.

When you reload the area after rebooting, the POI will still be there, 
but the pre existing flora, rocks etc, will have spawned back in the area, if you want or need to remove, 
enter "tcl" in console to toggle collision off(if you need to), target the flora(objects) 
and then "setscale 0.01" in console.
If you accidentally shrink the wrong item, just type "setscale 1" in console before targeting to the next object.(take your time)
