You'll need to spawn in a beacon and type 3 console commands. After which you won't have to do anything but build.

Follow these Steps:

1.Copy the .txt file (Outpost1) into the same folder as your "Starfield.exe" file.

2.Find the area you would like to build your outpost; you can land at it as the restricted area from the ship landing POI will be gone as well.

3.Save your game (in case you make a mistake).

4.Place the beacon somewhere near the center of the POI. Just point your cursor where you would like it to spawn and type the next line in the console: "bat outpost1".
  
5.Open the console and select the beacon (by clicking on it). Look for the "ACTI" prefix by scrolling until you find it and type this next line: "setoutpostoverlay".

6.Leave the build area of the beacon (you can view the border of the build area by opening your scanner). Once outside the build area, use your scanner to bring up the option to place a regular beacon (by pressing "R" on PC). 
  Before placing the beacon and while still having the scanner open, return to the beacon you placed with the bat command and place the regular beacon next to it. 
  
7.Open the console and select the beacon you placed with the bat command, type "markfordelete," then close the console.

8.Access the regular beacon, name your outpost, and place at least one crew station.

That's it!! But there are a few things to note...

Add the following lines to your Starfield.ini under [Workshop] to reduce the collision detection in build mode on objects and allow yourself to build a landing pad over the top of a pre-existing one.

[Workshop]
fClosestPointTolerance=-2000
fClosestPointToleranceLargeItems:Workshop=-2000
(You can adjust these values if you need to; higher negative values provide a larger tolerance.)


Notes on Mod Usage:

This mod hasn't been tested on starstations, settlements, or inside loaded areas, such as mines and building interiors. I imagine you could add it in the Red Devil HQ though :)

When you reload the area after restarting the game, the point of interest (POI) will still be there. However, the pre-existing flora, rocks, and other elements will have respawned in the area. If you want or need to remove them, here are two methods:

Method 1:

Target the flora (objects) in the console.
Type "setscale 0.01" in the console.
If you accidentally shrink the wrong item, type "setscale 1" in the console before moving on to the next object. Take your time.

Method 2:

Select the objects in the console.
Type "markfordelete" in the console.
(Please note this is a riskier option, as once you've exited the console, the item will be permanently removed. If you accidentally delete the wrong item, you will need to reload.)
You can enter "tcl" in the console to toggle collision off if you need to target objects under surfaces. To turn collision back on, enter "tcl" again in the console.
