Use a simple asi to make some of the original NPCs who did not carry firearms carry a cowboy revolver. When threatened, they have a chance to draw their guns and fight back, and NPCs within a small range will also join the counterattack.

For example, in Saint Denis, a large number of NPCs will counterattack together, and law enforcement officers will take the initiative to attack armed personnel, resulting in a melee.
