Attention all sadists, pacifists, law enforcement, and bounty hunters! Non-Lethal Framework looks to make EM weapons an effective tool for future mods and role-play purposes.

What does the mod do?

Non-Lethal Framework adds the ability to restrain hostile humanoid (non-crowd) NPCs who have been knocked down/out using EM weapons at the cost of a newly added, and thoughtfully integrated, item – handcuffs.
Restrained NPCs will be disarmed and can be released. Restrained NPCs will remain restrained until you attempt to restrain another NPC elsewhere. After killing a restrained NPC, you may pick back up your previously used handcuffs.
Released NPCs will run away. Releasing an NPC will return the previously used handcuffs. Released NPCs will return to their normal behaviors after leaving the area.

Handcuffs have been added to the industrial crafting menu and added to the following leveled lists via script for compatibility and immersive purposes:

Trade Authority (global list)
UC Distribution
UC Surplus
Security Guards (global list and one quest related dead guard list)
