WEATHER V2.7 ATS 1.47

Used the scs weather as a base with new lighting and new 8k and 16k textures.

300+ skybox all in 8k,
clear sky,
cloudy sky,
fog,

compatible with all map mods,
no need to extract just put it in the mod folder.
