It can be Crafted in the Industrial workbench.

Requirements
Plugins.txt Enabler

[Manual Installation] NOT recommended

Add *StarWarsScouttrooper.esm to the Plugin.txt in C:\Users\\AppData\Local\Starfield\Plugins.txt

Extract the zip file to “%userprofile%\Documents\My Games\Starfield\”
Make a “StarfieldCustom.ini” or edit if it already exist in the same folder with the following:
