This a text file command that when activated in-game gives all 115 skill books.
To gain the permanent effect all you need to do is view them once.
If you are looking for a specific book, open the txt file and find it manually – everything is labeled.
Note: This may disable achievements.

Xbox PC: Starfield Achievement Enabler
Copy file available for download in your Starfield root directory – that would be where Starfield.exe is located.
Open console in-game and type
bat addskillbooks
Be sure to read each one. They have no use after being read.
