Install:
Create or modify \Documents\My Games\Starfield\StarfieldCustom.ini
Add :

sResourceDataDirsFinal=
Extract zip to (Documents\My Games)\Starfield\
UNINSTALL:
Remove the \My Games\Starfield\Data\Textures\effects\fire directory
