Adds a General Store to Colter to overhaul and add to the liveliness at colter.

You can turn Colter into a town with multiple scenarios and tasks for peds to complete.
Potential Bugs/Collisions
The General Store uses the shopkeeper from the Van Horn Fence.
So expect some van Horn dialogue about town or pedestrians ETC
To appear and to be spoken about.
This mod may also cause collisions due to the table and bench located outside the General Store.
This will be fixed but for now this is how it is.
